Every month, hundreds of Kashmiri families pawn their jewellery, sell their land, or borrow lakhs of rupees to send their children abroad in search of a better future. But for many, this dream journey ends in tears, humiliation, and financial ruin—thanks to a growing mafia of unauthorized international job agents operating freely across the Valley. Fake visas, non-existent jobs, and contracts that force educated boys into menial labour are the brutal reality. Families, already burdened by loans, are left broken. “I sold my orchard to pay an agent who promised my son a nursing job in Qatar,” says a father from South Kashmir. “Instead, he was dumped at a construction site, forced to live in inhuman conditions. The agent switched off his phone and disappeared.”
Such stories are not rare—they are becoming the norm.
Under the Emigration Act, 1983, section 10 clearly states that no individual or agency can recruit workers for overseas jobs without government registration and a valid certificate issued by Ministry of External Affairs Government of India. Yet, in Kashmir, unregistered consultancies operate openly, advertising jobs in the Gulf and Europe on social media and banners pasted across towns. Most don’t have even a single license, or they show some local registrations which are no way applicable for international job placements, yet they rake in crores every year by selling fake dreams. Most of these unauthorized agent represent themselves as sub-agents of agencies of outside J&K, which is again violation of rule 10(viii) of The Emigration Rules 1983, which clearly says that a certificate holder shall not employ SUB-AGENTS for the purpose of conducting or carrying on his business.
Unemployment has become the fertile ground for these rackets. Every jobless graduate is seen as a potential victim. These fraudsters:
• Charge anywhere between ₹2–5 lakh per person.
• Hand over fake or tourist visas.
• Abandon workers abroad with no support.
• Disappear after the deal, leaving families helpless.
The victims often suffer silently, fearing stigma, while the culprits go scot-free.
Despite hundreds of complaints, only a handful of cases ever reach court. Enforcement agencies blame lack of manpower, while victims accuse authorities of turning a blind eye. Meanwhile, fraudulent consultancies keep opening new offices under different names.
If unchecked, this menace will turn Kashmir’s unemployed youth into a generation of debt-ridden victims. The government must:
• Crack down ruthlessly on all unregistered agents.
• Set up a special task force against international job fraud.
• Create awareness campaigns so youth verify licenses before paying.
• Blacklist and prosecute culprits under strict laws.
As of date in Kashmir there are only three agencies registered with ministry of External Affairs Government of India which are authorized to deal with international job placements. All these three agencies are located in Srinagar.
